A filter is not a fit-and-forget appliance. Cartridges are consumable — manufacturers generally nominate a period, commonly around twelve months — and someone has to be able to get to the unit and change them. An install that ignores that is an install that works beautifully for a year and then becomes a nuisance.
So the questions the plumber is answering while he is quoting are not only "will it fit" but "will this still be easy in three years":
Clearance under the housing
The bowl has to come down past the cartridge. Mounted too low, it cannot.
Height and position
A unit mounted at the back of a deep cupboard behind the waste trap technically fits and practically does not. There is usually a better spot half a metre away.
Isolation
A filter you can shut off on its own means a cartridge change is a small job. A filter with no isolation of its own turns every future service into a whole-house event.
On whole-house units, a bypass
Built in at installation, so the house is not without water every time the unit is serviced. This is the part that separates a proper install from a cheap one, and it belongs on the quote. What a whole-house install involves
